In Tampa today Race 4. Dead heat between 4 and 10. #10 went off at 5.50/1. #4 went off at 1.70/1. How are the win payouts calculated? Should it not be #4 $5.40 and #10 $13.00?

4 $3.20 $4.00 $2.60

10 $5.20 $5.60 $3.20

Payoffs in dead-heats are half of what they would be if there was a single winner. There were two winners so the pool is divided; the track does not just pay out both and make up the difference.

Those payouts that you have in your post would be the actual payouts for each of those horses individually if only that particular horse wins. So the #4 horse had about 38% of the win pool of $58,678(so about $22,297) and was 8-5 in the race. If the 4 would have won the race the payout on the win end would have been $5.40. The #10 horse had about 16% of the win pool(about $9,388) bet on him and was a litter higher(5.50) than 5-1 during the race and if he had won the race the payout would have been $13 on the win end. But since there was a dead heat the win pool is distributed(divided up) to all the winning tickets to the #4 and the #10 and hence you will never have the full(normal) payouts to the race time odds when there is a dead heat and winners of 2 horses have to be paid as opposed to just one horse being paid on the win end.

Essentially they calculate win dead heat payouts the same way they calculate place payouts, that's why they are very similar.
