Real reason for expensive building at SA and LS?

I read that Lone Star is spending some big bucks on improvements for the BC.
Santa Anita sort of did the same thing, and is still doing it, at this writing.

I wonder if this is the REAL reason?

These are those new machines that help new or inexperienced players bet complex bets........and even give them state of the art handicapping/computer program stuff a lot of you folks use.
I have heard that warehouses at Santa Anita and Lone Star Park have a large number of slot type machines stored.......could it be these?
