Pennsylvania State Trooper, Colleen Shelly, is responsible for the take down
of 24 year old Kelsey Lefever, a real conniving, unmitigated, no-good, trickster.
As reported on the Paulick Report, Kelsey Lefever is facing 3 felonies and 2 misdemeanors for deceptive business practices and theft by deception. Lefever allegedly told trainers at Penn National that she was in the business of re-training and placing thoroughbreds. Apparently, she was taking them to the New Holland horse auction and selling them for slaughter. Four horses entrusted to Lefever, were found on the trailer of known kill buyer, Bruce Rotz. All horses obtained by Lefever were done so under the owners explicit direction that the horses would never end up at sale or slaughter and must go to a home.
When reported to the Pennsylvania State Police, mounted Trooper Colleen Shelly picked up the case.
After much investigation, Trooper Shelly wrote an Affidavit of Probable Cause, securing the arrest warrant for Lefever.

"I killed every one of those **bleep**ing horses, over 120 of them, if they only knew.
I only have five left and the ones that you have. Every one of them is dead.
I don't even know their names and there wasn't a goddamn thing they could do about it
because they gave me those horses. I didn't sign one contract for any of them
and there is no paper trail from Bruce (Rotz, the buyer for the Canadian slaughter plant),
so they have to prove it."
