"The Internet" consists of individually owned computers, private or public, end user or ISP. Literal control is impossible. Monitoring with penalties for not complying is possible. It is currently being done by the U.S. Justice Dept. / Fortunately the socio-economic elite who try more and more to control things realize the resolve of U. S. and other citizens and move very slowly, with occasional incursions in varying degrees. / It is fortunate that we get Republicans in office who want to spead democracy and liberty around the world!!

Dan asks:
Who's Al Gore?

He is the moron, who other liberal meatheads still lament over 'cause they believe he won the last presidential election due to the fact he garnered about 500,000 more popular votes than Bush did. Just goes to show you that Libs today were just as much dumb-downed as today's kids are, otherwise they would know that the U.S. isn't a pure democracy, and that the election goes to those with the most electoral votes, which Bush did get.
