Does Obama have to actually say that everything will be paid for provided that Congress enact the provisions that will pay for it; or that the deficit commission find necessary reductions. Obama will propose the measures, including the elimination of tax breaks. which will pay for the program. If Republicans block these measures it is their fault that everything is not paid for.

Obama: "Everything in here is the kind of proposal that's been supported by both Democrats and Republicans, including many who sit here tonight."
This is true, but somewhat disingenous. Some Republicans have supported parts of the plan. The question is when or how many.

Obama: "It will not add to the deficit."

It won't if the deficit commission finds offsetting savings. Not a certainty by any means.

Obama: "The American Jobs Act answers the urgent need to create jobs right away."
Obama does not say the American Jobs Act will create all the jobs right away, yet the AP criticizes him as if he did. Some jobs will be created right away and some will be created later.

Overall I think what Obama said was true. Some of his assumptions depend on the actions of others. That is true of any presidential proposal. To not make a proposal just because you think it may not pass is not realistic.

The better question would have been: Why does Obama spend so many words to say so little!? Why present to Americans a half-baked plan? If he's going to make such grandiose claims that "everything will be bought and paid for", then he should have also backed up that claim with specifics for how this would be accomplished. (After all, it is his plan, right?) This is why he came off sounding to so many (including to liberals) as a gusty windbag, not to mention a totally disingenuous airhead and political opportunist.
