question on class shift and wht

Notice alot horse move up and stay same wht or higher.Why would this be case if no above or at pace or spd fig or a win big or not.
When move up i thought usually get wht off.Some have race class in past some not.Speaking of last ten race's.Is'nt a drop put more wht on and upclass get you wht off.Also horse's was looking at were all longshot's
Have i forgotten something here.Example 2and back clm25000n2l wht121 last race salw49000n1x wht 120 today race2500n2l wht120.Shouldn't he get wht on or off for shift,?

Most weight breaks are based on not winning recently. I would imagine many that move up in class have a recent win.
