For example horseA has won 33% of his races over 1200, while horseB has 2 3rds, 100% Place rate..how can i change the place rate into a winning percentage like horseA

You can look at all the combinations of form figures in 1200m (6f) races and find the average win percentage of a horse with say 33, or 22, or 32 etc figures.

To read up: Robert Dowst in USA or in England Van Der Wheil, Fineform and SmartSig used these methods extensively and they have some merit.
