what a bummer was 3/5 entry and horse all backed out so have time to cancel bets -

Usually when that happens the other part of the entry runs for purse money only.

I know that's the rule in New York, but the question would be if that is the rule in Iowa.

That is not the rule in Iowa, and could be a problem in betting an entry.
