Linda Rice's horse Good Prospect has not started for a claiming price of 16,000 or less in 2009-2011 (at least I don't see it). How is this horse eligible for this race?

Race -6 :6: Throw out last on Calder dirt and this horse put together 3 good races in a row now with Jerkins. Last on turf at GP was awesome just missing in the stakes race by a nose. Stalker gets up today. :6: :2: :3:
