Okay, two prongs to this thing:
1) Onsite only, make the first race takeout-free. Start a pick-three, a pick-four, a pick-six ... start all horizontal bets on the first, but make it unavailable online and intertrackwise. People that even care about the takeout will gladly pay for parking, admission, blah blah blah ..., for a shot at unraked pools. And isn't attendance what we are told the tracks need ? Even the wiseguys might stick around for the day, who knows ?
2) Keep the normally usurious takeout for race two, but apply all of one pool [win pool, maybe ?] toward a later race --- exempli gratia, a 50-cent pick-five. Now, all patriotic horseplayers have plunged on the second heat at "normal" takeout, and they will have a shot at a swollen pool later on. Meanwhile, the track folks have "donated" a race, but the carryover hysteria will easily overcome that amount. And just imagine the next day's pick-five if today's carries over --- a carryover and the "donation" from the earlier race on the second day.
