Your post is akin to saying Babe Ruth struck out in the first inning and ignoring the fact that he hit Home Runs in the third, sixth and eighth innings.
The Tarp program provided $700B to banks which were in trouble. Most of them are now in good shape and most of them have paid back the money.
Six tenths of one percent of the money loaned MAY be in trouble and you act like the sky is falling.

That would have gone over well - equity infusions only for the banks that were the main players in the meltdown, not for others.
