Dispute over meaning of new S/B1072.(takeout raise). everyone (takeout recipients) wants a share but the bill says all new money goes to horsemen s purses, to be continued.

ADW licenses problem because labor agreements not complete,Licenses extended to end of January, Twin Spires has not agreed to return new money from 1072 to California...to be continued to Jan. meeting


Jerry Jamgotchian accused T.V.G. of selling California signal over seas and not paying California. Chairman to read response from T.V.G. ... later.

California Fairs want T.V.G. to show some harness races from California, instead they show harness from other states. CHRB to send letter of support for California harness to T.V.G.

Van and Stabling program needs new criteria for supporting horse men who race and not those who just get space.. complaint by San Luis Rey Downs that they did not get their share of money. Chairman Brackpool wants stats at next meeting and better model. HOOORAY

I think the is finally donned on the track owners that if handle drops 15%, purse accounts will be at earlier levels, and they will absorb the entire 15% loss without a partner.

Maybe the CHRB can mandate that any horse who is stabled and in training at SLR needs to have one published workout at a track that actually has clockers.

A key issue appears to be California’s recent 2% to 3% increase in takeout on exotic wagers in the state. That money is to be used solely for increasing purse amounts, and the board views that as a benefit to racing in California by increasing field sizes.

Blackwell, however, contended it is unfair to Churchill Downs, which does not have an ownership interest in any California tracks. XpressBet is a subsidiary of MI Developments Corp., which owns Santa Anita and Golden Gate Fields.

This story makes Santa Anita look foolish...Gulfstream looks like they want business, with a revamped betting menu that is sure to draw interest from core players.. This may be the begining of a economic "war" that will force California to act to meet competition...

Gulfstream’s Pick 5 will have 15% takeout, which it calls a “record low.”

It will add an early Pick 4, on the second to fifth races. The minimum bet will be 50 cents, the same as on the holdover Pick 4 on the last four races. Gulfstream will again have rolling Daily Doubles and Pick 3s.

It is considering the addition of rolling superfectas, said Tim Ritvo, MID’s vice president of East Coast racing which includes Gulfstream.

Win, Place, Show, Daily Double, Exacta, Trifecta, Superfecta and Pick 3s will be a $1 minimum wager.

But for many on-track, simulcast and ADW bettors, the biggest attention will be on the New Pick 5 and the low Pick 6 minimum that will in effect open that wager to bettors who feel that a $2 minimum, with part-wheels, is not affordable.

Of note, there are many other ADWs that take California product as well as well that have no interest in tracks as well.

It will be interesting to see what happens. Twinspires seems to be tough on these types of negotiating issues. For example, there is still no Tampa Bay on their schedule today.

What happens to California handle if Twinspires doesn't take the product over this? And if California bends to Twinspires, the horsemen aren't going to get as much as they originally thought.

How do these ADW argreements work? Are they renewed every yr? Or can both parties exit or change terms at anytime?

Generally they are renewed each year, but if any takeout changes occur, they are up for new negotiation. If other changes are wanted by either party, they have to be mutually agreed upon.

TS either pays the entire 2-3% or the CHRB tells them they can't have CA residents as customers.
