Penn National tried to make an end run around the city. The city is countering by taking action to let them build the Casino, if they want to. They just won't be able to flush any toilets......... :lol:
Penn National is trying to avoid annexing into the City of Columbus, which I thought was part of the agreement they already made. This could get interesting. The City of Columbus uses its water lines as a bargaining chip all over the area. You can't build crap around Columbus without paying off Columbus for water service. Even if you aren't in the City. There is no other option for water except for wells. A facility like a Casino can use wells, but you just don't drop down a septic tank to care of the sewage. You have to hook up to the city for sewage. Either annex and pay, or stop your plans to build a Casino............ hard ball........
