if a car came with orig equipment --tires 98v speed rating can you put new tires
on front that are 99v speed rated ? (while leaving the 98s on rear)

All the 99 implies is a higher load rating than the 98. They are both rated at 149mph. As long as the tires are the same dimensions you should not be able to notice the difference.
