I think this could also create impropriety at some point down the line. I've noticed that sometimes conso pick 3's pay MORE than the actual WINNING pick 3. Case in Point. At Golden Gate today, the WINNING early pick 3 paid 4.20 for 1 dollar (i know, different discussion for different day) and the CONSO pick 3, with the late scratch in leg 2, paid 5.60. So, you got MORE money if you had the scratched horse. You didnt even have to sweat out the win and you got more than the people who actually won.
Thoughts on this? Somehow it seems unfair....maybe more unfair than if you just put the scratched horse on the post time favorite.
