Is there a program or utility that would allow me to convert Bris Single file format files to Bris Multi comma delimited file format.

The only utility I've seen will do the reverse of what you need.

I would think a very good test of any reformating/repackaging utility would be the BRIS Custom PP Generator. If the PP Generator can read the new file and produce correct output then I expect anything else will function correctly.
