I am not sure, I actually dont have broadband at my house right now and I am using my cell plugged into my computer to access the net and it is very slow. So I only get spotty bits of video.

If there is anything goofy going on I do believe there is a festival or holiday of some sorts going on. I've even noticed some girls in halloween outfits so I am sure it must all tie into some sort of fall festival or something.

Don't you like though how they give the odds on every type of wager trifectas and all, nice odds to the decimal. Though they close betting 2 min to post there, I guess they dont worry about changes in odds during the running of a race there..lol

All things considered for this being a NAR track or local prefecture track it does look like a pretty nice place still.
