The state might increase the amount of it's take on exotics to cover increased premiums for workmans comp insurance.

Regarding California's woes, Gray Davis may be helpless and hapless, but there is no way anyone could ameliorate that State's problems. Look for track takeouts and every other form of fee and tax to go higher in that State.

California has an un-controlled, and out-of-control, border situation- due to the malfeasance of the federal government- and the State is swamped with illegals.

California is permanently broke and their operating budget is bailed out year after year by the taxpayers of this nation. This situation is not going to change.

The government will spend billions in Irag, but won't defend our country's borders.

America will be darn lucky if terrorists don't slip in from Mexico, set up a missile in Arizona, and fire it at Washington, D.C.

Sign me: Just Another Veteran Damn Tired Of Our Shoddy Defense.

I think California foreshadows problems that will plague the whole country in coming years.

Much of America's greatness is due to wave after wave of immigrants who started at the bottom of the socio-economic ladder and worked their way up. However, citizenship was the portal that transformed immigrants into productive members of our society. The way we tax and spend tax revenues assumes citizenship. Today, we let millions in without inviting them to become good citizens.

During the Reagan presidency, the national budget deficit was a key issue. At that time, both Time and Newsweek analyzed the impact of the "undergound cash economy" that escapes taxation. Economists also pointed out that small business growth had replaced big business growth as the most important contributor to increases in Gross National Product.

Many small businesses, especially in the service sector, grossly underpay taxes because they can easily hide cash revenues and profits. Tax evasion is also commonplace wherever illegal immigrants are employed. Unfortunately, employers who pay illegal aliens under-the-table in cash soon look for ways to cheat rather than be taxed for the cash paid out. As a result, the illegal alien is not taxed and the employer may adopt evasion as a routine practice.

In the Reagan years, I believe it was Time Magazine that commissioned a study which suggested that effective taxation of the "undergound cash economy" would instantly enable the government to balance the budget while reducing income tax rates for individuals by over 33 percent.

Given these circumstances, I think the economic salvation of California and eventually the whole country will require us to chuck income-based taxation and implement consumption-based taxation. Taxing what people spend instead of what they earn would substantially eliminate the free rides enjoyed by illegal aliens, criminals, and small business tax cheaters.

Amazing the effect of a .5% added takeout would have on the U.S. economy! If they figure out how to put better safety gear on the riders the worker's comp picture could be better. It should be based on accident costs. A lot of Ca. health care is ripoff high costs.
I think the racing industry frontside is too labor intensive for modern times.

When did the concept of occupational hazards disappear? Why should any state or employer pay workman's compensation for jockeys, bull riders, X-games athletes, and the like? There was no shortage of daredevils prior to workman's compensation.

This is insanity on a par with organ transplants for death-row inmates.

Your central point is right of course but CA still pays more into the Fed coffers than the other way around. What Davis has done with the situation is make it worse: e.g. by offering Driver’s Licenses and increased State payments it to much of a carrot for anyone to resist. The Democrats pander and the Republicans are afraid to stand up as they will be called racist.

BTW: it is not just horse racing that suffers: Davis has appropriated all Fish and Game license fees and that goes into the general fund and then there are cut backs in Fish stocking programs despite an unprecedented amount of money.

But back to your central point the borders are so porous it is hard to believe. I used to routinely cross from Mexico or Canada without any challenge and there are miles and miles that are unpatrolled.

Seen bullriders' gear lately? LOL! I think Autotote in indian casinos, and wherever DRF paper is sold will help increase track income. Put them in emergency rooms so the dying can spend it before the greedy relatives get hold of it!

I thought I heard this bill was shot down. I certainly hope so. There is no excuse for any rise in takeout under any circumstances. The last time we heard this nonsense we were told it was "for our own good." Then they ran a bunch of stupid Go Baby Go ads at racetracks and on racing shows; not even reaching a new audience.
