Which is better?

Does it depend on the situation?

My only real success is betting 2 horses to win.

I do either, let the odds direct me.
When I play win/place, it is usually one unit to win three units to place. Like $10/$30 WP.

I prefer win place.
If I have two horses i like I will box in exacta.
My thoughts on two horses to win is you are dropping the odds to something you may not bet.

Is when I bet to win/place and the horse shows..
Its unreal how many times I have my 8/1+ horse finish 3rd when I have him to win place..

Almost funny...almost.

Almost always 2 horses to win. The odds you get are so much better if you wait for the right situations. But it all depends on eachs persons results and you'll only know if you keep records of your bets.

I say it depends on: 1)size of the field; 2) odds of the horses involved; 3) how strong your opinion is.

In a 6 horse field, the odds are almost for sure to be too low to warrant 2 win bets. But when you get fields loaded with 11-14 betting interests, it could make sense. Or you could use a variation, like keying 2 horses in the trifecta, or playing a Pic 3 using 2 horses in your "narrowest leg". Or another version could be using different pools to hedge. Let's say you're alive with one horse in the last leg of a Pic 3 that is paying well but there is one horse who scares you. A saver win bet could be in order, although I wouldn't waste a saver on a low priced horse.
