Conditions question for Emerald Downs

The entries for Race 4 on June 17 at Emerald Downs has a condition called Waiver Maiden Claiming. However, in the past performances it is just called a Maiden Claiming.

Is a Waiver Maiden Claiming different than a Maiden Claiming?

California has (had???) a rule where in certain conditions you could enter a claiming race but choose to not be eligible to be claimed. Its still a claiming race and would be called that in the PP's.

The waiver applies to horses making their first start after a layoff, if certain other conditions are also met. Arkansas has this too.

and there's a "w" after the condition in the pp's if it was applied---like the "n" in an optional claimer.
