tate legislators might miss a constitutionally required deadline to pass rules for Ohio's future casinos because of a dispute over diversity requirements for casino employees and contractors, the Legislative Black Caucus warned yesterday.

Last week, the House, which is controlled by Democrats, passed casino rules that require the gambling operators to submit plans every year that outline how they would ensure diversity in their work forces, construction crews and professional contractors. The Republican-led Senate did not include such a requirement.

The two chambers remained at odds over the requirement into yesterday evening, just hours before they must vote on a final bill to regulate casinos in Columbus and three other cities.

Ohio voters approved the casinos in November in an amendment to the state Constitution that required the General Assembly to pass rules within six months. That deadline is today.

The dispute over diversity plans might cause legislators to miss the deadline, said state Rep. Sandra Williams, D-Cleveland, the president of the black caucus.

"It is unconscionable to me that a few Senate Republican lawmakers are refusing to accept some basic standards that would ensure equal job opportunities for minorities in Ohio," Williams said in a statement.

"The provisions included in the House version of the casino enabling legislation are not opposed by casino operators, yet some Senate Republicans choose to deny equal access to jobs for minorities," she said.

"The eagerness to deny opportunities and oppose a common-sense provision in this bill not only hurts Ohioans, but it could also cause the state to miss its constitutionally required deadline for passing enabling legislation."

A spokesman for the casino operators confirmed that they have no qualms about the diversity requirements.

Maybe some liberal can explain the above prez means by these remarks. What makes her think that there wouldn't be opportunities? Do the job applications have printed on top: Minorities Need Not Apply? Surely, such language would preclude any employment opportunities for black people, brown people, probably yellow people, etc. Or...was the prez merely speaking euphemistically when she used the term "opportunities"? Did she really mean to say "ensure equal number of jobs"? Was the term "opportunities" just progressive code for job quotas?

I also find it interesting that this black caucus gal is presuming discrimination guilt with this comment:

"The eagerness to deny opportunities and oppose a common-sense provision in this bill not only hurts Ohioans, but it could also cause the state to miss its constitutionally required deadline for passing enabling legislation.".

Why does the omission of specific [discrimination] language automatically presume the guilt of white people? I thought in this country everyone was presumed innocent until proven guilty!? But this gal is saying that no language = actual denial of opportunities, i.e. racial discrimination! Is this, yet, another example of a double standard?

Liberals, help me out here. Please reassure me how virtuous and upright the government is. Explain to me how I"m misinterpreting this black gal's remarks.

Since casino gambling is a blight on the country , one can only hope that it fails for ANY reason.

After all , mysterious ways and all that.

It's just another way for gvt to get people to pay for the growth and waste of gvt via fantasy revenue of the quick easy buck.

Casino gambling as the tax base. You would have been sent to the nuthouse 30 years ago for supporting this type of ripp-off.

I see all the libs have crawled under their rocks in this thread. No one wanted to address the questions I raised my post #4. And I only hit on one double standard. Maybe someone will tackle this one: Racial Profiling. Very much forbidden, right? Very politically incorrect, yes? But isn't this exactly what this black caucaus gal was doing? By specifically isolating and targeting minorities as the sure-to-be victims of racial discrimination, she's clearly implying that [all] the majority (i.e. whites) are racists and, therefore, specific language is needed in the bill to prohibit discrimination in employment. But if all whites are racists, isn't this racial profiling!? :bang: :bang:

So, in this case we get no objection from those who subscribe to the divisive Identity Politics when this black woman clearly implies that those who comprise the majority (whites) are racists. Yet, if anyone were to say that all brown skinned Mid East looking people are potential terrorists and should be carefully screened at airports, that person would be condemned as a racist.

Isn't it comforting to know that the U.S. Government is such a paragon of virtue and righteousness? :rolleyes: :rolleyes:

So our society can achieve diversity through mediocrity and so those of inferior intellect can bless the world with more and more off-spring living in bigger houses and getting better paying jobs thus out numbering the now majority, but soon to be minority and forever change the direction of the United States and complete the demise of the Republican party who allowed it to happen right under their noses and thus assuring the fall of another great empire in the history of mankind...

Ahh...nothing like a good run on sentance....

Would you like to now discuss how and why the republican party ALLOWED this to happen? (Not that the Dims didn't allow it to as well, just for different reasons).

This is the district that elected Cynthia McKinney and Hank Johnson, but it is organizers like this Newsmakerslive group that deliver horrible candidate after horrible candidate where the qualification to be a representative isn't their character but the color of their skin.

Four hours past deadline, lawmakers this morning adopted hundreds of rules governing the operation of Ohio's future casinos.

The final legislation left out a requirement that casino developers submit annual diversity plans, which had emerged as the last major sticking point in negotiations between the Republican-led Senate and Democrat-run House.

It also carves up half of the $200 million in licensing fees expected from casinos in Columbus, Cleveland, Cincinnati and Toledo. The House had wanted to earmark the entire amount, while the Senate wanted to deal with the matter later. The final bill also splits the money between urban and rural areas, rather than focusing on cities as the House had proposed.

So-called games of skill that resemble slot machines will be regulated by the new Casino Control Commission rather than the attorney general's office, although the rules governing their operations will not change.

Charities will be allowed to conduct bingo sessions up to three times per week, up from two. Maximum bingo payouts will be increased from $3,500 to $6,000.

The House passed the bill 86-12, while the Senate's vote was 20-12.

Most Senate Democrats continued to oppose the legislation because it left out a requirement that casino operators submit plans annually to ensure diverse workforces and contractors.

"Members of our caucus still felt it did not live up to their values," said Sen. Capri Cafaro, D-Hubbard, the Senate Democratic leader.
