Why must they always be assigned the lowest program numbers, as in 1 and 1A, etc.?

If the inside horse in a coupling draws post 6, for example, why not put them on the program as 6 and 6A?

Has any racing jurisdiction ever done it that way?

I think it just makes it more uniform and more consistent. Its easier to understand for the novice bettors. Good question though.

South America does it that way. With that being said, I think that :1: :1a: is easier to spot and understand.

Saddle cloths cost money.
You would need a set of a,b,c,x for 12 numbers.
Plus, when you look at the program, you see the 1,1a right at the top.
