Can anyone reccomend the cheapest place online to purchase Past Performances. The cheapest I have seen so far is .50 cents for one racetrack per day.

I think you've already found them. Those are the cheapest I know of. If you do any better than that, let me know! ;)

Depending on your useage, TSN has a 59.95/Mo. package that includes all the procaps data files, quick PP's in .pdf (Second tier PP's) and exotic results data files you can use.
