You may get an idea about describing distance by a numerical number from reading Ainslie's chapter on distance in the Complete Guide To Thoroughbred Racing.

my criteria is class than distance. when 1 length is equal to less time than a blink of an eye distance has a very important part of handicapping. distance has a tremendous effect on any speed figure that anyone could devise. if a handicapper is not taking this into consideration as a top priority his hit rate will be no larger than the 30% you can achieve by playing your favorite color or number. that also came from ainslie ;)

2nd Factor:

I would choose Form/Form Cycle as my 2nd factor. Assuming the horse has shown the necessary ability (Factor 1) the question becomes "does he look likely to perform well enough to win at this particular time"!

the distance i'm refering to is the distance of the race.
