From what I could find on the Web, the quotation is commonly attributed to Alexander Fraser Tytler (1747-1813), a Scottish lawyer and writer, but it has never actually been verified as his. (Snopes.com characterizes the attribution to Tytler as "likely apocryphal", but does not suggest who else might have said it.)
