You asked me the same question in an e-mail. The reason I never answered is that you have a dead address registered here at PA. Out of about 10 or 12 guys who asked for copies of Phase III, 3 had bad addresses. You need to either keep current or not use the PA board to contact people. Write then direct so they get your current address.

As for your question, it is very easy to convert times to FPS. If you don't have the time, I would guess Dave Schwartz will do it for you. I would also guess that it won't be free, but Dave is a reasonable fellow.
