Supreme Court says slots at racetracks subject to referendum

The Ohio Supreme Court ruled today that Gov. Ted Strickland's plan to add video slot machines at Ohio's horse-racing tracks is subject to a referendum, potentially creating a nearly $1 billion hole in the state budget.
The court also put implementation of the slots plan on hold for 90 days to give a group that seeks to put the issue on the statewide ballot enough time to gather the needed signatures.

If the petition drive succeeds, and supporters are confident it will, voters would not decide the issue until the November 2010 election effectively preventing the state from counting on slots revenue for the two-year budget that began July 1.

The ruling is a blow to a move by Strickland and the legislature to balance the budget without raising taxes or enacting deeper spending cuts than the $2.4 billion in reductions already made.
