Is a late jockey change to a leading rider a good thing?

If the change is from a lesser rider, it would probably improve the horse's chances of winning.
As far as using it as a tipoff for betting, probably not. There are many reasons the switch might have occurred, not all of them necessarily pointing to the horse being extra-live today.

Probably helps but no real to way to measure it.I wouldn't be bothered by a switch to a rider thats out of favor. There's one in Illinois thats currently1 for 47 at AP.Put him on a near the pace/front-runner he's tough as nails.I'm almost certain my own ROI with him is as good as or better than it was on Pat Day.
