Seeing that picture of Biden reminded me of Alice Roosevelt Longworth (Theodore Roosevelt's daughter) once saying that Calvin Coolidge looked as if he had been weaned on a pickle.

I don't know what country Biden was in, but I'd cut him some slack on that account. I think it's a relic of the Cold War. In every photo that I ever saw of Soviet or Eastern bloc soldiers in formation, they always had their noses cocked at that angle. (At least these soldiers appear to have tempered the accompanying facial expression, which was normally a disdainful sneer.)

The other association I make with Biden's expression is from the beginning of Patton: the expression on George C. Scott's face when he uses his swagger stick to return the salute of the children who come running up to him upon his arrival at his headquarters in North Africa.
