I've started reading his "Winning Thoroughbred Strategies", and was wondering if anyone employed his "Power Ratings" methodology?

I did years ago. They sound good in print, but in practice I found Quirin's methods much better.

Do elaborate. What book was it in of Dr. Quirin's?

I employed them years ago but not as stand alone figs. Instead, I believe that if you read on in the book you use them with other figures to work out reasonable odds. I found them very useful for spotting overlays and underlays.
Then I built another program and forgot to incorporate those odds in it.
I possibly should have done so.

I read Winning Thoroughbred Strategies and consider it the best ever book on handicapping. However, it was written many year ago and times have changed. There is a lot of updates on Mitchell stuff at their website

I do use the Power Ratings in AIO to the extent that a 5 point plus gap is often significant. Helps mostly with the top horse
