I wouldn't worry about horseracing accts. When the govt declared internet gambling illegal, they exempted horseracing.

Yes, offshore is illegal. I wouldn't go offshore, unless I lived in Nev and had to if I wanted an online acct. Oh, I do, but I no longer have an online acct.
So, if you don't live in Nev, best keep your horse accts local.
