I'm not aware of any one website where all the handles are documented. The Thoroughbred Times Racing Almanac has them (http://www.thoroughbredtimes.com/shop/ProductInfo.aspx?pid=916)

Other possibilities are the DRF AMERICAN RACING MANUAL.

I know my data service (HDW) includes the handle data in the charts thus I have a database with that information readily available.
