Belmont 4th 5/30 Why only 3 running?

Belmont 4th today today is a $65,000 Stakes scheduled for the main track that has four late scratches reducing a field of seven (including two entries) down to three.
Given that the track condition is labeled as Fast any thoughts as to why all the scratches?

Probably because they didn't expect the race to draw a couple of horses coming out of near misses in Graded stakes.
