Big crash last night at balmoral! Not 1 horse finished! Ruling?

There is nothing I hate more than any type of horse racing accident. There was a pretty bad spill near the top of the stretch last night between the 2 leaders. I believe a 3rd horse might have fAllen also. All the horses behind either just stopped or moved inside the pylons. My question is: if any horse kept running would he get the win? Would they payout? All bets were obviously refunded - I'm praying all jockeys/horses are ok

I saw a thread in the Harness section last night. Fortunately things turned out all right for drivers and horses. This race was declared a No Contest. In looking at the replay, it looked like 2 of the 7 horses did not lose their drivers, but their momentum was definitely stopped/severely altered.
