This might be a stupid question but how do beyer speed figures mesure horses that are closers? because wouldnt a horse that is a closer runa slow beyer number if the pace of the race was slower and then closed to win at the end?

beyer figures measure final time speed. performance ratings measure how the horse performed overall in the race. in the case you mentioned you could compare the horse's closing time to his beyer and add a fraction (proportional to the % of the race the closing fraction represented) of the difference to the beyer to get his performance rating. (roughly)
