In today's 10th at Keeneland, it appears to me that the 10 horse was very unsettled, and in fact looking down and completely unprepared for the start when the gates were sprung. It seems to me that it was an error by the starter to not wait a few more moments to allow the horse to settle and get prepared for the start, and the 10 should have been declared a non-starter. Am I wrong?
