I've been doing google searches on the CHRB for years and just got this hit for the first time, even though it appears the site was active in 2006:

Does anybody here know the party or parties who created this website? Were there independent confirmations of their allegations?

Yes, I'd liked to know who they are.
What they say is very inflammatory (not a bad thing)
I suspect there's some truth here. But that's racing
and whatever truth there is, probably exists, not just in California,
but wherever racing is held, including (especially) the trots.
I use the pools as an important tool in my decision making.
I don't know about the veracity in their reference to canceling
large bets at the last minute, but the pools tell so much about
which horses are well meant (who look terrible on paper)
and those who aren't (who look to be in great form). But this is
no surprise to me.
About filling races...and not persevering...
I don't know about that so I have no opinion.
It's a good read anyway, and gives food for thought.

By Eric Mitchell September 1, 2008Horse owner Michael Power was found in contempt and fined by a Fresno County Superior Court for violating a court order that prohibited him from making false and defamatory statements about California Thoroughbred Breeders Association director John Harris, who had a stay away order against Power. Judge Mark Snauffer fined Power $1,000 and also order him to pay Harris’ attorney’s fees, which totaled $1,750.

The court order, issued Aug. 12, identified five statements made on Feb. 12 and Feb. 18, 2008, that were found to be "false, defamatory, unprivileged, and had a natural tendency to injure the reputation of Petitioner John Harris." Power reportedly distributed these statements by e-mail through an organization called CTBAboardwatch, a self-proclaimed California horse industry watchdog. …
