They can't bring themselves to say the one obvious answer, "Bush," so they invent a bunch of other scenarios to go along with the possibility that Bush had anything to do with it...
Quite frankly, I'm surprised "Bush" is even mentioned at all as an answer to the question. The person who wrote the article will most likely be fired for that oversight.
