Dubai betting question

If the U.S. has its own hub for betting on Dubai, why is there never show wagering on the races on the Dubai World Cup, yet the second and third horses split the place pool.

When you bet a Dubai race in the US, the pool is hosted in South Africa at Phumelela Gold. In nearly all international pools, there is no show wagering but the place pool usually pays down three placings and under certain conditions could even pay down to four. The bets are internationally commingled in order to grow pool size and make the Dubai International Racing Carnival races more attractive. On this Saturday, all the races have large enough fields so that a place bet will pay down three placings.
