YouBet site shows 3,1,1A as the finish. No payoffs there or anywhere else I looked. Perhaps this was declared a non-wagering event?

With the scratches there were not enough individual betting interests.

That wasn't the problem. There were no scratches
There were 10 runners with a 2 horse entry and a 3 horse entry
The problem was a screwup regarding the official program and the multiple entries
