SA/Cali signal blocked?

I headed out to the OTB this morning to put some money on the sunshine series, and found-out the signal for SA is blocked in IL.

Same money issues?
Only IL?

You need to use Youbet or another eligible ADW. TOC cut off Churchill (Arlington ad its OTBs).

Santa Anita was on at OTB at Fairmount PArk. Must be an Arlington Park issue.
