Which racing jurisdictions have enacted the ARCI steroid model rules?

According to Bloodhorse as of December 5th, 20 states have adopted the RCI model for steroid limitation. Another 13 are in the process of working out the language of the regulations. The only three states which haven't started the process are Idaho, Montana, and Nevada, none of which are known for their stellar racing. The only racing in Nevada is at the fairs, and Elko County is the only one that comes to mind.

Several states which have steroid rules in place or in process won't start enforcement until January 1st.

I am curious to which of the 13 jurisdiction are still in process.

I am trying to add a 'steroid free' logo near each track on horseplayerdaily.com's website only for the tracks where it is a done deal.

It is actually 12 now that Florida is along for the ride.

The 12 still in progress are:

Wyoming
South Dakota
Nebraska
Kansas
Oklahoma
Texas
New Mexico
Michigan
West Virginia
New Jersey
New Hampshire
Maine

The 3 racing commission who have not started dealing with the issue are:
Nevada
Idaho
Montana
