I saw this report after seeing the results of the HK Vase race. Wouldn't this be refreshing to bring the the US, to explain what transpired in the race for those who invested in the race ? Also note the Ban and fine of Soumillon for his "careless riding " infraction. The US racing establishment could do worse than incorporating this as standard practice here to show some evidence of care to the customers.

Racing Incident ReportMUHANNAK, which was fractious in its stall, was slow to begin. In the early and middle stages, MORES WELLS travelled wide and without cover. Approaching the 2200 Metres, AMBITIOUS GENERAL and JACKPOT DELIGHT were checked when crowded for room inside MORES WELLS (D McDonogh) which shifted in initially of its own accord and then was carried in further by DOURO VALLEY (D Beadman) which shifted in when not properly clear. As the Stewards could not be satisfied that one rider was responsible for the incident, both D McDonogh and D Beadman were severely reprimanded and told they would be expected to exercise greater care. Approaching the 2000 Metres, PURPLE MOON was steadied away from the heels of DOURO VALLEY. D Beadman was told to exercise greater care. Throughout the race, JACKPOT DELIGHT proved difficult to settle and near the 1000 Metres was shifted out and allowed to improve its position. Near the 100 Metres, BUCCELLATI was momentarily steadied away from the heels of DOCTOR DINO which shifted in. C Soumillon (THE BOGBERRY) pleaded guilty to a charge of careless riding [Rule 100(1)] in that near the 100 Metres he permitted his mount to shift out when not clear of MUHANNAK, causing that horse to lose its rightful running and be checked. C Soumillon was suspended from riding in races for a period to expire on Monday 5 January 2009 on which day he may resume race riding (3 Hong Kong racedays). The commencement of the suspension was deferred until after the racemeeting in Deauville, France on Sunday 21 December 2008. In addition, C Soumillon was fined $40,000 in lieu of a suspension for a period incorporating one further raceday. DOCTOR DINO and PURPLE MOON were sent for sampling. After the race, the Veterinary Officer reported that POSEIDON ADVENTURE had lost its right hind plate.

Noted this article from the same Hong Kong race day where there were multiple fines and suspentions of jockeys . One of them was to one Garrett Gomez who was suspended and then fined $80,000 HK dollars ($10K US). Note that he was the only jockey who protested his innocence with the other jocks admitting guilt and taking their suspensions and fines. Note Bill Nader ( former NYRA chief) who runs the show there probablly might have trouble getting US riders to come there with $10K fines as an enticement.

We have the same thing in Dubai. One advantage that Hong Kong and Dubai have is that they only race about two days a week and are not burdened by the grind of American racing. Still, it's a great feature and could be incorporated here. In Australia, the track program (called a Racebook) has every imaginable equipment change including tongue ties, glue-on shoes and nose bands. It can be done.

Below is a steward's report from the 7th race at Nad al Sheba last Thursday:

On returning to the scales, a protest was lodged by Jockey R French, rider of 2nd placed horse SEA HUNTER (GB) against the winner of the race TERRIFIC CHALLENGE (USA) (T Durcan) alleging interference over the concluding 100m of the race. After considering the objection, whilst it was evident that TERRIFIC CHALLENGE (USA) had shifted ground abruptly over the final 100m, the Stewards also took into account where the interference occurred, how both horses were finishing the race and the eventual winning margin of 1¼ lengths and were not satisfied that had the interference not occurred, that SEA HUNTER (GB) would have beaten TERRIFIC CHALLENGE (USA). As such, the objection was dismissed and correct weight was declared. After being loaded into the gates, MALAYEEN (AUS) (A Ajtebi) became fractious and was momentarily cast in the gates. MALAYEEN (AUS) then underwent a veterinary examination and was passed fit to race. Trainer Mr A Selvaratnam was advised that MALAYEEN (AUS) would be required to complete a satisfactory stalls test prior to being entered to race again. SEA HUNTER (GB) and VALIANCE (USA) (K Latham) bumped at the start. Passing the 100m, TERRIFIC CHALLENGE (USA) veered outwards sharply causing SEA HUNTER (GB) to be restrained. On enquiry, the Stewards were of the opinion that Jockey T Durcan could not be blamed for this incident as TERRIFIC CHALLENGE (USA) veered outwards so quickly, he was unable to correct the horse to avoid causing interference. As such, no action was taken against Jockey Durcan.

Good point in the limited racing days in HK and Dubai, an obvious excuse for American stewards and tracks to opt out of their responsibilities. When drugs are so rampant ( cobra venum in the ice box) etc. and trainers get a slap on the wrist and the assistant trainers take over without losing a beat, how can one ever hope to see this level of reporting in the American game.? There is no central authority governing the US game and as such, all rules are bent every which way with no thought given to the conservatorship of the game. The inmates run the asylum here and there is only a smoke screen of responsibility as evidence of all being on the up and up to the interested parties. Of course we don't have drugged needles shoot up at the horses in the starting gate like they had in HK a couple years ago as well. TG for that. :rolleyes:
