In todays 6th at Aqu, after they were all loaded, the horse breaking from the 1 hole was backed out and then scratched. Then all horses were backed out and moved 1 spot over. Since all relative positions to each other were not altered, why would they do this?

It's probably the rule that the horses have to be loaded from PP1 on out, unless the stewards say otherwise (as might happen if the starter reports that the inside of the track is in bad condition).
