This is a First Time Starter, so don't go overboard.

The horse broke very slowly from the gate, and it looked like the jockey never bothered using him after that. The horse was never asked to run a step and was under a tight hold at the wire.

Unfortunately, that is one aspect you can't handicap in a race. Intentions. I once overheard a trainer tell his jockey, "If he breaks on top, see what he's got, if he breaks slow, don't use him up, we'll get'em next time." This, also, was a FTS.
