If the other smaller tracks, especially those suffering from lower attendance and handles, would adopt the staggered starting gate, it would offer more possibilites for other disadvantageous post positions to race more competively, and the prices on the winners would go up, and when people win more money, they bet more money, consequently the handles would go up significantly, I think.....
