Do you know powerful the unions are in the government sector? You could shit on your bosses desk in a performance review and not get fired.

Now if you are a teacher, you could then light it on fire and not get fired.

Unions or not, he exhibited these behaviors "dating to his graduate days", which (I am assuming) preceded his employment. How did he get hired in the first place (before he would have had the protection of any union) with that kind of record?
