This article seems to indicate it is looking good for ADW access to Keeneland and Turfway this fall (at least for TVG, Youbet and probably PTC).

TVG has an exclusive deal with Keeneland and both Youbet and PTC had to go through TVG (and I'll bet paid dearly for the privilege). What happened to the horsemens' goal to open access for all ADWs?
