On the subject of best handicapping books, I try to gain something of value from any text, but for my particular preferences (quantitative isolation of overlays, coupled with statistically-optimal wagering), I have found the following titles to be especially useful (in alphabetical order by author) :

Commonsense Betting (Dick Mitchell)
Modern Impact Values (Michael Nunamaker)
Bankroll Control (Mike Pascual)
Morning-Liner Ultimate (Paul Peterson)
Multiple-Selection Handicapping (Dan Pope)
Winning at the Races -- Computer Discoveries in Thoroughbred
Handicapping (Dr. William Quirin)

(Just one handicapper's opinion.)
