Question regarding ADWS, River Downs and Presque Isle Downs

I noticed some ADWS are offering wagering on RIVER DOWNS and PRESQUE ISLE DOWNS, while some are not. I thought there was a lockout of all ADWS by the horsemen of these two tracks. Have I missed something in past news bulletins?

You're missing nothing. It is not a total lockout. The lock-out is limited to 'U.S. based national ADWs' of which there are just a few: PTC, TVG, Youbet, TwinSpires and XpressBet are the ones that come to mind.

Doesn't include any of the off-shores, nor "regional" ADWs like Philly Park, NYC OTB, CT OTB, Capital OTB, Belmont Lodge ADW, Royal River, 4NJ Bets, etc., etc.

I guess it depends on what your defintiion of "is" is, as former President Clinton would say.
